The Regional Government of Valencia awards Adesal Telecom (Cellnex Telecom and Aguas de Valencia), the contract to extend services to the mobile emergency and security communications (COMDES) network)
- COMDES is the Catalan Government’s Corporate Digital Mobile Emergency and Security Communications network used by prevention, civil protection, regional police, local police, fire fighters, health emergencies, forest rangers and environmental services, among others

- More than 50 municipalities in the Valencia region will benefit from improved coverage
Vicent Soler, Valencia’s Regional Minister for Finance and the Economic Model, yesterday presented the project to extend the Corporate Digital Mobile Emergency and Security Communications network (COMDES) to organisations and institutions responsible for emergency and security services in the Valencia region. This presentation was part of an agreement between the Valencian Government and Adesal Telecom through which it extended its COMDES contract to improve current performance. Adesal Telecom, a company owned by Cellnex Telecom and Aguas de Valencia, was awarded the contract to implement and manage the COMDES network in 2007.
This extension will thus improve network coverage in urban areas, including coastal and underground sites such as the Metro and tunnels, traffic capacity and access for user applications. In economic terms, this new contract is worth more than €11 million over two years.
The implementation of the COMDES network in the Valencia Region has made it possible to reduce costs and improve the quality of service offered by analogue communications networks while facilitating the coordination of all security and emergency bodies and achieving greater efficiency in frequency use.
The network is currently used by over 140 different fleets; it is equipped with 120 base stations and covers more than 97% of the territory of the Valencia region for mobile terminals and 87% for portable terminals. The extension of this contract is expected to reach all 172 base stations and increase the number of users of the network from the current 8,000 to 10,000. The network’s voice and data channels have also increased from 837 to 909. Switching has been extended, increasing the network’s capacity to establish communications as well as its redundancy and reliability.
This extension of the Adesal Telecom and Valencia Government’s contract also plans to improve indoor coverage to the main towns with over 20,000 inhabitants and outdoor coverage to centres with over 3,000 inhabitants. It will also be improved in the new Metro lines and some special areas such as Hospital La Fe de Valencia or Alicante-Elche (El Altet) airport, among others. In total, we estimate that more than 50 municipalities in the three provinces of the Region will benefit from an improvement in their current coverage.
Adesal Telecom was set up as a benchmark technology company in the Valencia Region to cooperate with and offer its services to the public administrations and private companies. It is currently the main supplier of terminals in the COMDES network for the fleets of the Valencia Region, provincial fire consortia and the principal municipalities of the Valencia Region.
Telecom Cellnex and Aguas de Valencia hold stakes in the company, which focuses its activities on the telecommunications sector.
Adesal Telecom supports integration in the COMDES network by providing advice on TETRA technology, support in network integration, assistance in setting up working groups, support in defining templates and terminal parameters and user training.
